Hmm. There is precedent for this effect: Magewright's Stone. This is obviously a lot more expensive, but it's a) repeatable and b) doesn't take up a deck slot. So I guess the cost seems about right (although perhaps or would be more natural than ).

Also replace "shuffle ~" with "shuffle ~ from your graveyard", because otherwise it's not clear whether it applies from the stack or the graveyard.

Yow. I was expecting the other pile to get some kind of bad thing happen to them, but no - unblockable.
I do like the solomon mechanic though. More cards should do it.
Oh, interesting idea. Would it be more interesting if the second ability was something different to flying, rather than just better?
