Fascinating. Reminiscent of Curtain of Light, but also works as Shielded Passage. (And in a blue way even though those cards are white.)
I worry this might be a bit better than other cards Wizards would like to print - or indeed, have printed: Bewilder, Disorient; though Protect // Serve suggests they're happy to pretty much obsolete Disorient anyway. This is also so much better than Fleeting Distraction it's funny.
But for all that, this is just basically Curtain of Light, and I think it's fine.

It is, lol. I really like that ability and I feel completely justified making a strictly better version of it. :D
Yeah it is, the activated abilities bit was to make it more spicy. Always liked Sorceress Queen back in the day.

Heh; something hopefully. Otherwise it's... actually, it's not quite strictly worse than a Plains is it? It's a plains that costs mana, but uses up two deck slots, allowing slight non-land density improvement. Still, gonna assume this is just unfinished :)

And I agree with Vitenka this would be cleaner as "Target creature's power is 0 until end of turn."
I would also lose the old-school cantrip effect and just use the regular "Draw a card"
